The higher-level backing storage passed to TurboTasksBackend::new, used by crate::turbo_backing_storage and crate::noop_backing_storage.

Wraps a low-level [TurboKeyValueDatabase] and adapts it into the persistence operations the backend needs (snapshots, task-candidate lookups, etc.).
